Background Checks Policy

Information Technology Security Policy 10.1 Background Checks was rewritten due to the passage of SDLC 1-33-63. BIT requires Federal fingerprint-based background checks for all current and prospective BIT employees, State Technology Contractors, and the South Dakota Public Broadcasting Engineering group who will write, modify, or configure State software, alter hardware, have access to secure facilities, source code, personally identifiable, or other confidential information. The checks must be repeated at least once every ten years. BIT will supply the fingerprint cards along with detailed instructions on how to proceed. The employee, or prospective employee, will bring their card to a local law enforcement agency, who will do the actual fingerprinting.

This policy also sets the criteria that will be used to disqualify a person from having access to confidential data. An employee or contractor will be disqualified if they have been convicted of a felony in the past five years. If they work with SD Lottery, then it’s 10 years. If convicted of a non-felony crime the Chief Information Security Officer (CISO) and applicable Division Director will determine, on a case by case basis, what level of access the employee may have to confidential data.

If a prospective employee or contractor can’t pass the background check, they will not be hired or contracted.
